Men det är aldrig frågan om att välja de starkaste per definition, utan det var först och främst så att de ställde upp frivilligt som efterfrågades. Först därpå fick de bli sin respektive valars representanter.
Det enda vi har att gå på är att Pallando inte anmälde sig frivilligt, men det gjorde inte Gandalf heller. Vare sig G's pliktkänsla eller Pallandos vänskapsband ger oss några ledtrådar till hur deras maktförhållande stod eller hierarkisk position - om sådan existerade utöver Sarumans. Eönwë som är en av de allra mäktigaste maiarna anmälde ju sig till exempel på detta inte.
Skulle snarare uppfatta det hela som ett bildligt Trollkarlarna kring det runda bordet, med Saruman på hederstronen men i övrigt jämställda. Vill man verkligen rangordna dem blir det fråga om personligt tycke och smak, fast då blir de blå än svårare att mäta då vi vet ingenting om deras inflytande - och de minimala källhänvisningar vi har om deras historia är motstridigt tyvärr

Olórin answered that he meant himself to weak for such a task and that he feared Sauron. Then Manwë said that that was all the more reason why he should go and he commanded him to go as the third. There Varda broke in and said "Not as the third". and Curumo remembered that.
The tale ends with the statement that Curumo was obliged to take Aiwendil [ Radagast ] with him to please Yavanna, Aulë`s wife and that Alatar took Pallando as a friend.
